if the US really thought that the use of White Phosphorous was legitimage, then they would not have denied using it. Later they claimed that it was not for combat but for illumination. Finally they had to admit that it used for combat.
Even though we have admissions of US soldiers using it for combat, now General Pace is again stating that it was just used for illumination. Perhaps he is hoping that people have forgotten the evidence accumulated so far.
But if they thought that it was legitimate then they would not have denied it at first.
Even their own Department of Defense documents indicate that the US saw White Phosphorous as a chemical weapon.
No military has killed more civillians through nonchalant carelessness and intentional targetting for intimidation.
But we have General Pace saying that "no military goes to greater lengths to avoid civillian casualties than the US military."
It's disgusting enough that the US causes so much harm and misery throughout the world, but then it becomes even more disgusting when they try to paint themselves as a moral nation.
It's also an insult to our intelligence when they believe that we are stupid enough believe their lies.

That infers that there are enemy combatants there.
Most of the time when a target is marked, there are enemy combatants at that place.
If the US is using WP to mark a target, that means that it is using it on people.
General Pace is inadvertantly admitting implicitly through his denial that WP was used on people.

"It is not a chemical weapon. It is an incendiary." -
Call it what you like - does it have the same impact as chemical weapons? If so then it tantamounts to the same. It slowly burns flesh to the bone.
As everyone else has already picked it up, if it is within the law then why so much effort was exerted to avoid admitting this.
I can always tell when these people lie because their lips move!

I may be wrong, but I think a bullet goes through skin faster than nerve gas, too.

HEADING: “Our military's use of the incendiary — some say, chemical — weapon white phosphorus in Iraq against insurgents has drawn international controversy, partly fueled by an eyewitness account by reporter Darrin Mortenson. Today, in an editorial, The New York Times demanded that the U.S. stop using the substance.”
